To Congress: Don’t halt AI legislation across the country

May 19, 2025

President Trump has already rolled back federal rules and safeguards around AI put in place by the Biden Administration.

Now, there’s an attempt in Congress to take it a step further by putting a 10-year moratorium on AI regulation. To find it, you just have to comb through a giant budget bill that mostly includes sweeping tax and spending cuts. As federal law supersedes state law, this bill would also put a pause on the enforcement of many state laws around AI.

This bill doesn’t just put a moratorium on AI policy, though. It also builds a wall of immunity for AI developers and deployers in cases in which AI tools cause harm, such as disproportionately rejecting Black rental applicants and perpetuating gender and racial bias when assessing job applicants.

And AI tools are only becoming more widespread.

That’s why we joined 140 other organizations—including Demand Progress, Alphabet Workers Union, Georgetown Law’s Center on Privacy and Technology, and the Southern Poverty Law Center—in a letter to Speaker Mike Johnson and Democratic Leader Hakeem Jeffries to vocalize our opposition to the federal preemption of state AI laws.
