Ending Homelessness in California?
Everyone deserves to have a stable home, in California and beyond. However, for the past several decades, low-income people have been increasingly pushed out of their homes. Many families are finding themselves priced out due to low housing supply, stagnant wages, and federal and state governments slashing funding for affordable housing. It’s clear we need bold public action to provide housing to everyone who needs it now and permanently.
Earlier this year, Bakersfield announced that they ended chronic homelessness in their city. During the pandemic, California launched Project Roomkey and Project Homekey to provide housing by utilizing vacant motels and hotels. This program is now in the process of converting vacant buildings into long-term housing for people forced to live on the streets. With a multi-billion dollar state surplus, California is in a unique position to address homelessness at its roots; is it possible for us to end homelessness in California once and for all?

About the Speakers
With more than 20 years of leadership and management experience, Tomiquia Moss is locally and nationally recognized as a dynamic nonprofit and public sector leader with expertise in housing, public policy and community development. Currently, Ms. Moss serves as the Founder and CEO of All Home, a new organization dedicated to finding regional solutions to the homelessness and housing crisis in the Bay Area. Before leaving to establish All Home, Ms. Moss served as the CEO of Hamilton Families, a San Francisco organization offering emergency, transitional and permanent housing services for families experiencing homelessness. From 2014 to 2017, she served directly under the mayors of both San Francisco and Oakland, most recently as Chief of Staff for Oakland Mayor Libby Schaaf. As a social worker and advocate for social justice, she continues work on behalf of our most vulnerable communities. She holds a Masters’ Degree in public administration from Golden Gate University. Tomiquia and her family are proud to call Oakland home.
Jason Elliott is Senior Counselor to the Governor for housing and homelessness. He is primarily responsible for the Administration’s legislative and policy approach to the issues of housing & homelessness, including working closely with local governments to implement the Governor’s agenda. Previously, he served as Chief of Staff for San Francisco Mayor Edwin M. Lee, then, upon Mayor Lee’s passing, for three subsequent Mayors, including current Mayor London N. Breed. Previously, Elliott in a variety of positions in San Francisco City Hall, including as then-Mayor Gavin Newsom’s policy director. Jason earned a Masters in Public Policy from the Harvard Kennedy School of Government and currently lives in Sacramento with his wife, Nicole, and their new baby girl Lucy.
Aras Jizan is the Head of Data and Technology for the Built for Zero initiative at Community Solutions. In this role, he leads a team that develops and deploys training, systems, and tools that empower communities to leverage data analytics in their work to end homelessness. Prior to joining Community Solutions, Aras worked as a consultant specializing in measurement/evaluation of food security projects in the developing world. Aras holds degrees from the University of Toronto and UCLA, served on the Biden-Harris Transition Team, and is the Board Chair of Our Minds Matter, a nonprofit organization working toward the day when no teenager turns to suicide.
