Harlan Yu
Harlan Yu is the Executive Director of Upturn. Based in Washington D.C., Upturn advances equity and justice in the design, governance, and use of technology. Through research and advocacy, Upturn drives policy changes to address the disproportionate impact of new technologies across a range of longstanding civil rights areas, including policing and surveillance, employment, housing, and public benefits.
Harlan has extensive experience working at the intersection of technology and policy, having previously held roles at Google, the Electronic Frontier Foundation, and the U.S. Department of Labor. Harlan holds a PhD in computer science from Princeton University, and a BS in electrical engineering and computer science from UC Berkeley.
